Second call gets busy signal

I have a customer who is having an issue with the second incoming call to sets. They have a set that has many multilines on their phone. When that phone is on a call, the next call coming in hears a busy signal. This is happening on some more phones throughout their facilities. However, there are some phones that are working correctly. When comparing the phones that can take a second call against the phones that cant, their profiles, Access COS, Phone Feature COS and Dynamic State User build out are all the same.

Any suggestions?

During call modify call waiting status. User probably used call wait dynamic key disabling call waiting.

Push the "wait" dynamic key during one call. Then call again from two sources and see if the second call rings.

We dont have "wait" keys on the phones in the US
