Does any body know IP DECT base station supports DECT 400 phones?

No, just DECT 8232 and DECT 500.

The IP-DECT system supports:
- The Alcatel-Lucent 300/400 DECT Handsets operating with AGAP protocol
- The 500 DECT handsets operating with GAP protocol
