4645 voicemail listen only

I need to configure a 4645 voicemail associated to a set with no possibility to leave a message for the caller. I have no idea how to proceed.
Could someone give me some advices.

Check 4645 classes of service.

I want to do the same as olhu67 asked in this post. I thought about 4645 class of service, but which parameter? I think it should be Max No. of Messages, but system doesn't allow less than 5 messages.
