Out service tone without multiline

Hi guys,

I have a 4028 without multiline and Busy Camp-on false. When i have a second call incoming the tone is out of service. Can i change any parameter to change the tone to busy?

Second call - external or internal?
CDT Entity - empty or not (out of services - may be not called 4028 but overflow destination)?

First and second call external.
Entity cdt is empty and the DID Overflow On Total Busy is activated, i deactivated overflow on total busy at public network cos but is the same tone.
I changed user to another entity with cdt and the tone out of service is the same.

For busy tone (instead of out of services) - calls are external and CDT empty.

In user Public network COS (access COS) - manage "0" in overflow on waiting, overflow on free set, overflow on total busy.

And in additional - if set in Hunt Group - used Public Network COS from HG, not user.
