Calling External Operator / Internation Operator

We are using R9.1-.605-12-us-c82 and I know that's not supported anymore.

We have 9 setup to dial externally (ARS Prof.Trg Seiz with Overlap), long distance and local.

We are trying to configure the phone system to be able to call the operator, not an internal one, but an external one by dialing 0, we know they'll need to dial 9-0 or 9-00 (local operator / international operator) but neither seem to work

0 and 00 are both in Translator - External Numbering Plan - Discriminator Rule, in the same area number and ARS Route List Number, the only difference is number of digits (1 and 2)

We were going to setup a new ARS Route List Number, to test getting to the operator, but when I create one and put those two numbers in it, I get Feature Rejected (The Number You have dialed is not authorized) and I'm not sure where I can set the security so everyone can dial the number?

This feels like an incredibly stupid question, I know you may need for information, any help would be appreciated.

Do a lookars -i and there you will see where you are going wrong

the lookars i tool gives me the Command: *** Error : Command Unknown, looked through the groups for info on lookars (never used it before) and I see there's a bug which requires patching? We can't patch at the moment

configure 00 as a speed dial (barring free)
