GD board long pings and timeouts

I am having a problem with a GD board on a remote shelf. This shelf is mostly used for sending faxes. In the last few months we have not been able to send or receive faxes reliably because the communication on the network is very slow.
If we ping from the main system (or anywhere else) we are getting ping times in excess of 3000ms or they just timeout.
The only way we seem to be able to solve the problem is to remove and reconnect the LAN. This solution can last anywhere between 1-3 days and then it reverts back. We have tried connecting to various switches on the network with the same problem. No other devices on the network suffers from this problem. We are using cisco switches.
Has any had this problem before? How can it be rectified?

Check the speed of the port on the switch when this happens. Check collisions.

I have set the speed both manually and auto-negotiate, but no difference. I have also swapped the connection between different switches, so if one was generating collisions I would not expect it to propogate through a different switch.
