Country specific dialing rules

We started tests with OTBE 1.3.000.052. There is problem with MyIC applications on mobile phones. If user is making a call from MyIC, system is calling that mobile phone to "GSM Number" which must be defined in device parameters in canonical format (+371XXXXXXXX in Latvia). Long long time ago we had rule for long distance calls to add "8" as prefix. Now we don't need it. But OTBE server still dials 8-XXXXXXXX.

Does anyone have an idea where we can edit these country specific dialing rules? In case of Windows machines it is in registry. Where it could be defined in OTBE?

Gsm/ mobile number are detetected in the opentouch code
If country rule change for mobile number allocation to provider
A patch is needed
It has been done for mexico city mobile number

You must transfer the issue to alcatel lucent with the help of a certified business partner
If you have access to opentouch release note
The correction for mobile number dialing was presented

Correction is for system
And may also concern 8082 (not using system dialing rule in some call scenario)
