I'm not sure what you really mean with your question, but if you bought a separate UAI-16, I'm not sure if you can do anything with it.
Next to the physical installation and configuration in the OXE, you will also need the licenses for digital users or e.g. Dect before you can actually use it.

I have an OXE with two shelfes and enough licenses for digital users.

In the last year we have moved a UAI16-1 from shelf 3/slot 4 to shelf 2. Now I bought a separate UAI16-1 and I want to add this card in shelf 3/slot 4 (where the moved card has been placed before we moved it to Shelf 2).

I put the card in the shelf 3/slot 4, but Omnivista doesn't show me the card. What can I do?

Declare/configure the card in shelf3/slot 4 using Omnivista?

In Omnivista I only have Read-Rights. I also have an Admin-Telnet-Account, but I don't know the Telnet-Commands.

How can I activate full Omnivista-Access with Telnet?

You can't. If you have those restrictions is for something. Ask your provider to do it or download the documentation and check how to do it with telnet.

Do you have the IP address of your OXE ?
Then you can telnet to it, and enter "mtcl" as a login and password.
From there, type "mgr" , go to Shelf / Descend hierarchy / Board / create
and you can add the board there.
