CS2 board on MR3 slot 8 doesn't get power

Hi friends,

I have put GD3 on slot 0 and CS2 on slot 8 of a MR3 cabinet.
1) When giving power to the cabinet, power LED of GD3 glows where as CS2 on slot 8 doesn't show power(power LED remains off).
2) When I put the CS2 borad at position 0, its power LED comes up(power LED on).

Can you please guide me what could the solution.
