colleague cant call numbers with foreign prefix

Hi everyone,

i got the problem that a colleague cant call numbers with foreign prefix.
i know we have a list to lock for example expensive 0900 numbers (Germany) and also foreign numbers with other prefix country code.
but i cant find where it is defined in the system and where i can change it for the user himself

Basically he needs same public network category (PNC) as you have.
