If you want to change password from cmd you can do it with Eva_tool command. Choose menu "2 : Modify a password"

4645 exist in common hardware, 4635 - in crystall hardware (VPU5, VPM35, VPS35, VPCPU board).
As I see you have crystal hardware (CPU6).
As I understand in this case you have two possibilities:
1) delete mail box and recreate. In user parameters delete VM number. If user have message in VM - System/ Other system param./ VM param - allow delete not empty mail box. And create again.
2) For VM CPU (VPU5) you must have cabel with two V24 ports (red and black mark). Connect PC to cabel with black mark (9600, 8N1, without flow control). Connect to VM (you need password). For user mail box you can decleare temporary password. User will go to VM with this password and will change this password.

ok thanx, i'll try this later (need a step by step guide ). Any extra help please!

If it says eva.cfg not available, most likely you have a 4635 type.
To reset a password, you would have to get directly into the voicemail:

Or you plug your laptop to the cable with a black ring.
Or you have a BRMA board, get into it, and go to the 5th connection by doing c 5,
Or you have a lantronix box, and you can telnet directly to the voicemail.

You should download the system documentation from this board, and learn a little about the boards, and how to get connection to the voicemails.
