Digital 4029 sets cannot dial 1-800

We have an Alcatel OXo Ver 10.0, that we just upgraded from a 7.0 and now we can no longer call 1-800 numbers. We restored the previous database from the 7.0 (we were able to dial 1-800 from that). it is allowed in the barring. It is happening on all of the sets on the system.

Give us some details:
1 - number 1800 - what is it - speed dial or just prefix+number
2 - what you see on display - not authorized, busy ...?
3 - if you have reject - at what time - after whole number or after some digits.
4 - for barring - you use the same level for normal and restricted mode (if you not use normal/restricted mode - I hope you use the same value for barring in normal/restricted mode ) ?
etc. When you ask - I cannot dial - this information not enough.

Thank you, it is when they dial 9-1-800 plus the number, they get a buzy tone and display shows the called number and then released It rejects after dialing the whole number. we do use the same value in barring. Thank you for your assistance

Also they can dial inter-state long distance and out of state long distance with no problem.
