IP touch Alcatel Lucent no tftp response (Avaya)

I'm getting no tftp response after connecting the Alcatel IP touch Lucent to a POE Ethernet cable. Our server Avaya IPO edition 9 is working on separated voice VLANs to which I am trying to connect. Is there any way that this phone would work with our VOIP Infrastructure.

Can you explain - what was done - configuration file, DHCP, tftp server, binary files for downloading ....

Is there a IP phone created in the PCX?
