analog trunk problem

Dear all friends ,
I've got a problem when configure analog trunk on OXE Common Hardware as described below :
- I have 2 analog line from Telecom provider . 1 line is for making call , 1 line is for fax
- Now I plug these 2 lines into APA-4 board ( port 1& 2 )
- Then I create a trunk group , ID = 1 , create 2-7-0 , 2-7-1 ( physical address of trunks on APA-4 board )
I config press "9" to make an outgoing call .
I use 2 analog extensions to call outside simultanously , but only making a call through line 1 (2-7-0) , the second line (2-7-1 ) said "B" , but cannot call outside

when I hangup , both lines also said "F" status

could you please help me to solve this problem ? I want to config if the CO line 1 is busy , user can make a call through CO line 2

1 - Check both line - connect line directly to analogue set, try to make outgoing call - if Ok - line Ok
2 - Check APA-4 board - create TG with one line - f.e. 2-7-0. Connect one line and check. Program 2-7-1 instead of 2-7-0 - connect one line and check.

After this stage you will know - do you have problem with board or with lines.

When you want to use line 2 ONLY when line 1 busy:
1 - create TG1 with line 1,
2 - create TG2 with line 2,
3 - "9" - prefix for TG1 seize,
4 - in TG1 parameters declare "overflow TG No=2".
