As said, on OTUC license is by user created, not by user online.
So i don't think that is the problem.
Did you verified the GhostZ question?

I will try to verify (restart flexlmd ), when the error occurs again.
I don´t have a gostz user.
Can you explain, for what thi user exactly used for and does this user needs a license?

please check if you have this problem only with 1 user or more.
Before you look in more details reboot the OTUC-S and check again.
In some special cases one user has a problem. Directly on the client or in the database on the otuc-s. When it is on the otuc-s please delete this user & config. this user again.
If you could not solve the problem please ask alcatel support.
When you work with WSP IP or 4980IP you need no GHOSTZ.
