Upgrade Licence for IP Reflex/VOIP

Hi,
Call me Chazo. I am new to this forum.
I am an IT consultant in Uganda having trouble with a Client who fell out with an Alcatel distributor here. He contracted me to support his OMNI PCX Pabx. The company has grown tromendously and the Alcatel distributor wont sell to me upgrade licence because he wants to push me out of business. Where else can I buy this upgrade licence? Currently I have to reconfigure every month temporary in order to support up to 55 IP Reflexs. I need to do this permanently. Please Help.
