Update -- more testing was done and there were settings in teh TAQUA box that were done and it is possible to get calls in, but not from all area's. Cell phones fail from certain area's as well as land lines. Do not see anything coming into Alcatel switch when the failure happens.
Will keep posting updates if issue gets resolved.

Update on this issue -- Issue has been resolved, the issue was in the TAQUA box with some parameters for signaling.
Set up in the Alcatel-Lucent switch is just like a regular SIP external gateway and Trunk group.
I am trying to find out the settings in the TAQUA box for connection with Alcatel-Lucent switch. Once I find these out I will post the findings
