OTS error when adding a new user

I am trying to a new user in the webadmin.
And getting this error message.

An error occurred during update of OTS user
setUser excpetion OTS: 8182806 License: 4980Softphone

The licenses are showing OK.

Which type of set is he?

I am trying an analog ghost Z.
Tried also with a UA virtual had the same issue.

?? You can't add those types of sets...only users sets. What are you trying to do???
