Primary image sync failed

Hello

When I try to save the BOF (bof save) a message "primary image sync failed" is shown.

What is the problem? Can anybody help me?

A csm-1g csm-1g up up Active
B csm-1g ....... up down Standby

it's clear enough that CSM not equipped . . .
it may be caused by
1. still unplugged CSM B card ( caused HW failed or the CSM unplugged yet)
2 failed Boot ,because failed to sync with CSM A

but I suspect the first one, because the card is totally undetected
or you just put a single CSM into chassis
