SIP Public trunk - E&M channels

I have configured the SIP trunk for public DID/DOD purpose which is working successively, but I have some numbers as a E&M channels via PCM E1 trunk.

E&M channel scenario….
Number: 1200 as an Abbreviated number
1200 content: #4061200
#406: Professional trunk Group Seize of trunk group No 406
TG 406: LIA trunk type (PCM E1 Trunk 1 channel)

Here I have default transfer for external and internal number (1200) in this case Incoming working properly but outgoing can’t dial..After dialing ARS prefix of SIP busy tone..

Any idea..?
