Ip Desktop Softphone license counting

Does exist some maintenance commend for IP Desktop Softphone license counting?
I mean to filter all sets with parameter IP-Softphone Emulation = YES.
mgr doesn't filter correctly.
I have licensing issue, OXE doesn't allow to activate parameter for one additional user due already used all licenses - OPS lock 329 ( IPDS agents - proacd).
spadmin 2 shows 329 12/12 , but I have activated emulation only on 11 users.

OK after system restart, but how to know before restart?
