TACACS+ + captive portal

Hello,
I was searching for some kind of information about TACACS+ + captive portal configuration but I havent found any. So there is my question: Is it posible to configure captive portal with tacacs+ authentication for OS6850? If yes could any of u point me any documentations or configuration guide.

And my second question is what free tacacs+ server u would recomend. There isnt need for any complicated configurations. So far I have been using tac_plus but since its dedicated for Cisco ( or thats what i think) i have problem with configuring user policies, authentication works fine.
