Mastered conference problem

Hi! The conference cannot call more then 24 users at a time and the last 4 keys never show their users are ever called. I really ran out of clues. My OXE has only one GD-3, 32 analog, 8 digital users and 4 nddi lines. Please help me with some ideas.
