site survey mode on Dect 400 type handset

DECT Phone type 400 in Site Survey Mode
Followed the sequence as mentioned below:
Switch on while holding Hang-up key + Phone book key
Allow the phone to restart
Long Press on key 9
This activate the phone on site survey mode
BUT The Display on type 400 DECT Phone shows as below

M:0 000 / 00H: - xx
Press down Arrow Key
B000 / 00H R – xx xx
A: xx X: xx Z: xx 0
SYN: xx Qual: xx 0
Press down Arrow Key

No base Locking

Looks good and quite normal, whats your problem?
You are just out of radio coverage or set is not registered.

But The Base station was powered on and the Dect Handset is in coverage. Why it not registered in survey mode automatically with the Base station. I was expecting signal on Dect Handset in order to make site survey, The DAP(NEC) came along with Tripod in DECT SITE SURVEY KIT as recommended by Alcatel and we purchase it as follows:
The DAP LED Blinking & gets Reset and Blinking again, this cycle goes on and on.
