MIC Mobile - Configuration error

Hi all, i have some problem with paired my Android smartphone MIC application with OXE standart User.
When i start application on smartphone, i see:
Configuration error - Unable to download configuration files from Client Management. Please contact your administrator.
We have this configuration...
OXE R10.1.1-j2.603-20-i-cz-c82 (10.42.16.11 main cpu IP)
OTMS 1.3.000.071 (10.42.16.16 IP)
8770 1.3.08.00
Licence in ACTIS and in OTMS - see pictures in attachments.
I created OXE USER 1618 (A4068 SoftPhone) - work well.
I created OT user and associated with 1618 - WebSoftPhone work well.
I create remote extension in OXE and configure with my smartphone number - work well.
I create Android device in OTMS and put my IMEI and etc. configuration - configuration work well.
Installed MIC R3.0 from google play and start MIC applications on smartphone - screenshots and logs in allachments.
And after i see ... Configuration error - Unable to download configuration files from Client Management. Please contact your administrator.
DNS records is OK too.
I proceeded according to the documentation.
What should I check ??
Where is problem ??
Notes: all configuration / tests via VPN connection to my customer, i not have any restrictions in VPN connection.
Notes2: Communications via VPN is OK - see tcp dump in attachments.
