IPTouch 4068EE Bluetooth issue

I have two Iptouch 4068 EE phones with bluetooth headsets for 4068EE.
Phone one:
1. when paired shows the handset icon.
2. Ringer rings loud on the handset so that can be notified even when not near the phone.
3. An incoming call can be answered by lifting the handset.
This was installed maybe a year back and we are happy with this.

now Phone two:
1. When paired shows the headset icon.
2. Ringer volume is very low when not near the phone.
3. All incoming calls can be answered only after pushing the button on the handset.
This was installed a month back.

how can I make phone two behave the same way as phone one. I checked the settings, all settings are pretty much the same.

Its not a battery issue.
All the new headsets with the MAC Addresses that start with 00:13:... are working this way.(Like phone two)
All the old handsets with the MAC addresses that start with 00:1E.... work like phone one.

All the new headsets that we get from the vendor start with 00:13....

in what system do you plug the phone? oxe oxo? and what release?
there are some issues with bluetooth in some versions. Get the latest patch on the release you are.
