Transfer external to external is not possible

I am trying to transfer an external call to another external call using analog trunks but it is not being possible.

System is R11.0.1_k1.520.29.e

Situation 1 - Extension 4000 (IP Touch 4068) makes an external call through an analog trunk to a mobile, after answering the call it makes a second call through a second analog trunk to a second mobile. The problem is there is no the transfer option on the 4068 display to transfer the first call to the second.

Situation 2 - I ran a test using T2 trunks the system has. The same extension makes a call through a T2 trunk, after answering it makes a second call through an analog trunk. So, there is the option transfer on the 4068 display. The first call can be transferred to the second properly.

The same behaviour described above is seen happens on a 4039 set and an analog set.

The configurations of class of transfer, class of connection (mainly trunk class 5), phone feature class (transf on no answer = 1, tranfer outgoing to incoming = 1, transfer outgoing to outgoing = 1) were checked and are OK.

Due to the situation 2, I might understand that i couldn't transfer the call in the situation 1 because there wasn't disconnection signaling on analog lines. Reading technical documentation about TRANSFER, I checked out the system configuration on other system parameters --> no detection of on-hook tone that is configured as false. On my understanding, this configuration makes the OXE understands the busy tone to disconnect the call. Even with this configuration I can't transfer an analog trunk to another analog trunk.

Then, I configured polarity reversal on analog trunks to make them having disconnection signaling. After restarting the APA boards I ran test again and there is no transfer on the set display. If I configure a key with the option transfer I can't transfer too.

The configuration auto DTMF dialing on outgoing call is set to NO.

I tried to upgrade the system to R11.1_l1.301.26.a but no success. I have no idea on why I can't make that external to external tranfer. On my understanding it should work fine.

Usually transfer analog-analog trunk forbidden. Problem with RELEASE. What can be done:
1 - TG/Local parameters - DTO joining=yes (transfer will be allowed, you need to manage busy tone detection)
2 - System/ other system - No detect.of On-hook tone=false (we want to detect busy tone)
3 - System/tone detector parameters - on-hook tone - manage tone detection parameters.
