Board Creation Problem

I replaced a CPU3 Release 3.0 hard disk and reloaded the software. Now when trying to create board, i get a message "Got No Answer". What could be preventing baord creation?

Telephone application started or not (config command show something or not)?
Check in swinst autostart set or not. After software loading by default autostart not set.
And after cho-dat restore swinst can show autostart set by really not. Unset and set again.

Actually,

if the phone application is not started, you will not even be able to get in mgr to config the system.
So I believe your database took a hit.
