unanswered calls forwarded to attendant

i have an oxe R12.1
after ringing on corresponding set (sda activated) ,external calls are forwarded to the attendant after 5 or 6 ring if unanswered call, but the custumer wants that unanswered calls disconnect from the system and not to be forwarded .

I think you talk not about "forward" (ordered by user - forward on no answer) but about overflow.
Check Public Network COS (Access COS) - item "Overflow on free set" must be 0.
