SIP phone (VTECH S2211)

I am new here, but I can't seem to find any topic relating to my problem. So, please forgive me if this post is redundant.
I have an OXE R12.2 system on common hardware

My issue is the following:
I created a SIP phone (VTECH S2211) and it registered without problem with OXE but I have two problems:
1) When I call from the SIP phone to an IP post (EX: 8008 or 8018) it rings, but after 20 or 30 seconds.
2) When I call from an IP post (EX: 8008 or 8018) to the SIP phone it does not ring(please hang up).
I followed the documentation:
Partner: VTech Hotel Phones
Application Type: VoIP SIP Hotel Phone
Application Name: S2211, S2220, S2421, S2100
Alcatel-Lucent Platform: OmniPCX Enterprise™

There os an InterWorking Report on that phones on BPWS - VTECH_SIPPhones-S24xx-S22xx-S21xx_OmniPCXEnterpriseR10.1.1_IWR_ed01.pdf.
As I remember you can access IWRs without logging in.
