7210 VPLS Bandwidth Issues

I am experiencing an issue with the 7210 SAS-SX and SAS-T equipment where a VPLS ring is built, allowing services to drop off of each SAS-T. What is happening is that when a Y.1564 1 gig test is performed, regardless of src/dest MAC swapping, the 7210 VPLS ring is cutting the bandwidth essentially in half and not allowing the Y.1564 test to pass at its 1 gig CIR, as the test can only pass 500M in this current build.

We have reached out to Nokia TAC, and were not given a cause or solution. Has anyone experienced this "halving" of their tests, and if so what parameters/configurations could be causing it? Any insight into this would be greatly appreciated.
