fatal error - cfg handler

Hi guys,
I have a problem. I'm trying to run PR server at Virtual PC 2007 with Windows server 2008, but it doesn't works. I got a trial version of the licence key and set up the right values, but at the log is showing that fatal error:

Have anybody idea how can I fix it? Is necessary to config something else?
