SIP External Voicemail

Hi. We would like to open up SIP for External Voicemail system.
If we choose to open it up in Actis , we get an cost on 4000 Euro.
If we choose 8400 with My instant Communicator and Teamwork we open up the same lock"External Voicemail SIP", but for the cost of 1 Euro.
Can we get the same functionallity like this?
