Connect your config cable to the GD config port, once there write mgconfig and configure the GD to make it on the subnet of CS and configure CS Ip address so they can synchronize.
Shouldn't it be better to ask some certified engineer to help you? There are many things that can be misconfigured and make the system doesn't work as expected. Just as a comment

The board will become operational by itself as soon as the configuration is correct.
In the callserver you should assign the GD with the correct MAC-adress.
In the GD you should also do the correct management as cavagnaro wrote before.
As soon as both configurations are correct the rack will become operational, just as the rest of the boards.
I agree with cavagnaro that if you're not able to do the management yourself it's better to ask a certified engineer.

Well,... to handle all OXE functions will take a little more time than that. Your course was for that, administration, no installation. I'll still recommend to get some expert on site. Configuring PRI's is maybe going to be hard, not even mentioning categories (phone, connection, trunk, access)seriosha wrote: I was learning OXE for a week. I took a course of administration.
